Kevin Hirzel Presents on Amending and Enforcing Bylaws at the 2026 Rochester Hills HOA Leadership Showcase

On October 6, 2026, Kevin Hirzel, Managing Member of Hirzel Law, PLC, served as the guest speaker at the City of Rochester Hills’ annual HOA Leadership & New Resident Showcase at Rochester Hills City Hall. The event brings together association board members, neighborhood leaders, and residents to connect with City departments and community organizations.

Kevin presented two sessions on topics requested by local associations.

Rewriting the Rules: A Board’s Guide to Amending Bylaws covered why decades-old governing documents often no longer fit how a community operates, the most common reasons boards amend, and what the amendment process involves for condominiums and homeowners associations. Topics included rental restrictions, insurance provisions, pet definitions, fair housing compliance, and the Homeowners’ Energy Policy Act, which required Michigan associations to adopt a solar energy policy by April 1, 2026.

Bylaw Enforcement Done Right walked through the enforcement process from documentation through litigation, the notice and hearing requirements for condominium fines under the Michigan Condominium Act, collection tools available to associations, and the practical difference between a board-adopted rule and an owner-approved amendment.

Both sessions used real-world scenarios boards face every day, from short-term rentals and emotional support animals to unpaid assessments and unapproved fences.
